PROJECT COMMISSIONING

Commtech Group's Project Commissioning programme outlines the practical delivery of services – aligned with your requirements – over the full traditional construction cycle from tender through to handover. Our outsourced support and assistance includes technical administration, technical reviews and appraisals.

(The examples shown are based on Commtech Group being involved as a commercial partner with MEP contractors.)

TENDER

Commtech Group will assist with responses to technical queries raised by developer Design Team and general post tender discussions with main contractors, producing concise reports; leaving the Client commercial team to concentrate on final contract I commercial negotiations.

Specifically for commissioning, Commtech Group will set out to agree what will be required for compliance with commissioning objectives such as ESTIDAMA or LEED targets. Agreement with the main contractor at this stage fixes the delivery requirement and eliminates chance of incurring additional costs due to inadequate allowances due to misaligned objectives.

POST TENDER NEGOTIATION

CONTRACT AWARD

Commtech Group will prepare a procurement programme to include long lead items and all major plant & equipment. The procurement programme will incorporate proposed dates for Factory Acceptance Tests (FAT) which in turn will determine the ideal material approval programme.

Material submittals for the proposed I preferred plant and equipment will be drawn up and submitted for immediate approval without delay. This will allow Client to recruit the appropriate staff sensibly and without having to take rash decisions that could potentially jeopardise other projects by moving staff from other projects before they can be released.

MOBILISATION

Commtech Group will assist Client HR departments with recruitment and assessment of new (and possibly existing) staff members as required. Aptitude and technical filters will determine the ability and knowledge of prospective staff linked to proposed level or grade. This process will be applied to Mechanical, Electrical and Public Health trades as required for construction, engineering design or commissioning tasks.

CONSTRUCTION

• Material Submittals: Material submittals can be prepared immediately a project is awarded by using Commtech Group's administrative, technical and professional support. Submittals will be drawn up in priority of procurement (previously mentioned in Contract Award). The continuity of key engineering staff within Commtech Group will ensure the material submittals are submitted in a timely manner allowing engineer recruitment processes to unfold and settle down without panic. Commtech Group will then brief the mobilised engineering team members when recruited or transferred from closing projects.

• Value Engineering: (Technical Evaluation) exercises can be carried out by Commtech Group who will work closely with the Commercial team to advise on any technical issues that may present themselves with any proposal to move away from the preferred vendor list.

• Contract Compliance Reviews: May be required if the material submittals are varied from those specified. Technical submittals dealing with Specification Change Approvals will be drawn up by Commtech Group for submission and approval, before commitment to the procurement of any alternative supplier/ vendor.

• Site Observation: Periodic site walks (monthly) can be made by Commtech Group culminating in issue of a formal report that will address any potential commissioning access issues, coordination with other trades, progress, site safety issues and installation quality.

• Pre Commissioning: Commtech Group will benchmark with site construction teams the system status and readiness checks for final commissioning. Pre commissioning is important; to establish a consistent quality of installation prior to energisation and commencement of final set to works tasks. The Commtech Group approach introduces an independent audit level so teams are not checking their own installations.

• Commissioning: Commtech Group will prepare for Design Team approval Commissioning Plans, Integrated Commissioning and close out programmes, Commissioning Method Statements, Test packs, Training requirements, and O&M Manual templates specific for the project.

• Final Commissioning: Commtech Group can provide full commissioning management of all systems and services including mechanical, Electrical, Public Health, Fire and Life Safety, and specialist systems such as BMS and PAAV. Commtech Group project-dedicated Managers will schedule, control and manage the testing and commissioning processes, reporting and recording processes and scheduling third party witnessing requirements as required. Commtech Group will chair and minute regular (at least monthly) progress meetings at this stage of construction and provide forecasts and look ahead reports so all contributors can align their resource input to the commissioning objectives.

• Handover / Close out: Commtech Group can instruct other specialist consultants on behalf of clients to provide for example; Acoustic, Vibration, RASTI (Voice alarm intelligibility), Electromagnetic Compatibility reports as required to meet project close out requirements. Training requirements will be co-ordinated by Commtech Group for both on and off site sessions as appropriate; recording the delivery with video and details of trainers and students in receipt of training.

• FM Knowledge & Briefing: It is often inevitable engineering staff will leave or vacate the project before handover is achieved. Commtech Group staff will be available to brief the Client FM team on the nuances of MEP installations for individual projects. Commtech Group will provide enhanced training and familiarisation sessions to incoming FM staff; and if required remain with some presence for an agreed period of time allowing FM managers time to fully understand the engineering installations.

• Lessons Learnt Project Review: If Commtech Group has been involved providing services throughout the contract the lessons learnt report will be immensely invaluable for senior management; if improvements are to be applied to processes and procedures (there will always be improvements to consider). Commtech Group will structure a lesson learnt report or seminar shortly after handover is achieved. The likelihood is that all project staff will have moved on or have been relocated to other projects so this service is targeted at very senior staff who have authority to change and vary the company policies.
